When you get to Liurnia, you will have to head north across the lake and pass the Raya Lucaria Academy. You will need to head towards the land where the bridge connects to the north. To do this you will have to climb the hills overlooking the lake, located to the west of where the bridge connects.

When you reach the west, you will have to advance along the cliff towards the mountains, until you can find a tower with a red glow on it, it is the Frenzy-Flaming Tower.
