The first thing you have to do is go to the Giant Mountains, an area that you can access after finishing Morgott in the capital city. After this, Melina will give you the medallion with which you can operate Rold's Great Elevator, which you can find if you proceed along the path to the east that leaves the capital.

When you get to the Giant Mountains, you'll need to go straight to the Guardian's Garrison. To do this you will have to go northeast to the frozen lake > then go southeast to the other side of the lake > turn west to go up the mountains and keep going to go southwest to the garrison.

You will have to advance in Guardian's Garrison until you meet Chief Guardian Arghanthy, a mini-boss, behind which there is a tower. You can kill it or run around it to get up the tower, where there is a chest with the book inside.
