The first way to get here is by finding the two Dectus Medallion Halves which can be found in Fort Faroth and Fort Haight, then go north of Liurnia and use the Great Dectus Elevator to climb up to the plateau. The second way facing the dungeons that are in the northern part of Liurnia and that will take you to the plateau.

Upon reaching the plateau, you will need to head east to the outer wall of the capital city. Head north along the outer wall to find the Rampartside Path grace site > then head west along the path to the Holy Hero's Tomb dungeon > head south of the dungeon to find some sheep and a dung beetle , which you will need to remove to get the Ashes of War.
