To find this location you will have to have unlocked Elphael, Brace of the Haligtree, for which you will have to kill Loretta, Knight of the Haligtree, and take the Grand Lift of Rold to the entrance of Consecrated Snowfield.

Elphael Brace of the Haligtree is a legacy dungeon, being the second part of Miquella's Haligtree dungeon and whose main boss is Malenia, Blade of Miquella. You can find it after accessing Elphael. To find Haligtree, you will have to head north from Mountaintops of the Giants. This is what finds a way to the basement.
