To obtain this spell you will have to go to the Converted Fringe Tower, in the northeast part of Liurnia, near Frenzied Flame Village. You can cross the Liurnia part of the lake to get here. Then you will have to use the hill to go up to the cliff or spirit jump area. And when you are on the cliff, you will see the Fringe Tower on the other side of the ravine in the field in front of the Frenzy-Flaming Tower.
