What to Do If You Want Billy's Things?
Now that you have all the keys, you can return to the prison and open any cell you like. To obtain Billy's Belongings, speak with the pirate in the right-hand cell; he will provide you with the necessary information.
Return to the outdoor area and use Thinner on the door that is closest to the solid wood one. Follow the passageway to the room beneath. Down there, you'll see two Pirate Splatters and four columns that have gears attached to them.
Get back Beluga Billy's cherished sword and a treasure box full of E-Tickets by thinning out the Splatters and then hitting the four gears in any sequence (or reversed).
If you return it to Billy with it in tow, he will unlock the door to Skull Island. Even though you can exit the area using the Projector Screen and go on to the next area, the other two pirates in Tortooga's cells still have two more missions for you to do.
Tips for Assisting Your Fellow Pirates
Return to the prison and use the final two keys to free the pirates housed in the left and right cells, respectively. These prisoners will offer you a side quest to do.
Get the Lanterns Painted

Entering the Well
If you ask the pirate in the middle cell to unlock the well in the middle of Tortooga's pier, he will also grant you the other secondary quest, Into The Well.
Getting the thin sea to recede can be as simple as riding the wood block into the cave and then using Spin Attack on the gear. When you do, another set of platforms will be unveiled, culminating in a paintable chest that contains an additional Bronze Pin for your collection.
