Use Thinner to remove the little windowed section with the red flag; it conceals the first key, which is located on top of the jail.
Similarly, the second key is concealed atop a structure; but, this time, you must ascend to the main building's rooftop and apply Thinner to the circular portion adorned with windows in order to uncover the second key.
