You can go to the pools from the Pleasure Gardens, which you can reach from the door in the left corner of the Pleasure Gardens room.
When you enter the Royal Pools from the entrance beyond the Pleasure Gardens, you'll find yourself in a room with ornate columns > head right > proceed to the end of the hallway > turn left into the open area, with five reservoirs.
You can find the chest at the bottom of the fourth deposit. Just make sure you're prepared to deal with Emperor Calus' yellow bar Nightmare and mini-boss enemies.

Look for the downward-facing triangle with the face of Cabal Emperor Calus and two Sun Flags, and walk to the hallway below.
