There are three cargo shipping containers in Venice Beach that have clues that will help you locate the weapon. Each container contains a different clue, so you'll need to search them all to find the weapon.
To locate the first container, head to the north of Venice Beach. You should see a container with the letters "P.A.N." written on it. This container contains the first clue.
To find the second container, head to the south of Venice Beach. Look for a container with the letters "R.B." written on it. This container contains the second clue.
