The extra Cultural Legacy Points earned can significantly boost your Culture per turn in later ages, accelerating your progress towards key Civics and Technologies.
  • Production Prowess: Designate at least one city early on for high production. This will be essential for churning out Wonders, Museums, and ultimately, the World's Fair in the Modern Age. Prioritize Wonders with Culture yields and Great Work slots. Be proactive, as other civilizations will also be vying for these Wonders.
  • Continental Reach: A presence on multiple continents by the time the Modern Age arrives is vital. The Exploration Age is key for establishing settlements in Distant Lands. While a vast empire isn't necessary for a Culture Victory, having at least one city on each continent is crucial, especially for Artifact acquisition. This is further emphasized if you are using the Evangelism Belief, which grants a Relic upon converting another civilization's city in Distant Lands.






The Modern Age Push: Securing Artifacts and Building the World's Fair:


The Modern Age marks the critical phase of your Culture Victory. Here's a breakdown of the key steps:
  • Natural History and Exploration: Begin by researching the Natural History Civic. This unlocks the Explorer unit and the ability to build Museums. Prioritize constructing these as quickly as possible, either through production or by purchasing them with Gold. If you built a University in the Exploration Age, you can begin searching for Artifacts even before a Museum is finished.
  • Artifact Acquisition: Once you have at least one Explorer, position it on the same tile as a completed Museum or University. Use the "Research Artifacts" action. This reveals the locations of Ruins from the Exploration Age on that continent. While you can research Artifacts at another civilization's building, establishing your own settlements on each continent greatly expedites the process.
  • Excavating the Past: Explorers are your primary tool for gathering Artifacts. Once a Ruin is found, move an Explorer onto the tile and use the "Excavate Artifact" ability. While a single Explorer can excavate an Artifact, additional Explorers on the same tile will speed up the process. However, instead of concentrating all your Explorers on one Ruin, it's generally more efficient to spread them out initially to discover more Ruins. A single Explorer on Standard game speed usually takes five turns to excavate an Artifact.
  • Monitoring Progress and Sabotage: Keep a close eye on the Age Progress screen to track how many Artifacts other civilizations have gathered. If a rival is catching up or ahead, consider using the "Spread Rumors of Fake Artifacts" Diplomatic Endeavor to hinder their Culture output.   • The World's Fair: Once you have gathered and slotted 15 Artifacts in Museums and other buildings, the World's Fair Wonder becomes available, and a Culture Victory is within reach. Like other Wonders, the World's Fair requires an open tile and significant production. Your previous focus on Wonders and Relics will pay off here, as each Cultural Legacy Point grants a +10% Production boost to the World's Fair.
  • Maximizing Production: In this final stage, focus all your efforts on maximizing production in the city building the World's Fair. Use Gold to purchase any remaining production buildings and slot resources like Whales or Tobacco for additional boosts. Once the World's Fair is completed, you will automatically achieve a Culture Victory.
