The first method is to head to certain spots on the map, as they've been hidden away. The highly-sought-after LR 7.62 Sniper Rifle is found within the Reactor in the middle of the map.
Second, you can earn Care Packages by looting them. You can also get them at the Weapon Trade Station by trading in a weapon of Legendary rarity. Finally, Redacted Weapons can be obtained through Supply Crates, but your luck will play a great part in your success or failure with this method.
Once a player has obtained a Redacted Weapon, they can turn it in for the Specialist Pack at a Weapon Trade Station, which is marked on the map with a weapon icon. Most POIs in Area 99 contain a Weapon Trade Station, so players won't have to travel very far to find one. Once they've acquired the Specialist Pack, all of the game's Perks will be unlocked to them. Moreover, a Specialist Pack can be worn by the player to death.
By offering/selling Redacted Weapons, these will provide the player with a high-rarity weapon, Specialist Pack, Self Revive, cash, Scorestreak, and several other enticing items.
Players should refrain from receiving their loadouts from a loadout drop after the looting of a Specialist Pack since that would turn off all of the game's Perks.
