The final pair of dog tags is not on the ground or on thecabinet, but rather pinned to the interior left wall or door of the open container.
Since this spot is immediately before the final objective—destroying the AAAturret and initiating your exfil—it's your last opportunity. Stop,collect the tag, and then you can proceed with the explosive finale of"The Rock" mission with the confidence that you’ve successfully secured100% of its hidden items.
