In order to fix this issue, you will need to have proximity chat enabled in the Settings menu. To do this you will have to go to Settings> Audio> Voice chat> Proximity chat and turn it on. If it's already set to "On," you'll need to turn it off and exit the menu. Then go back in and turn it on.
If you're a PC user, you'll need to make sure the "Voice Chat Device" is correct.
It is important that this setting is configured correctly, otherwise enemy conversations will not be transmitted.
