This is one of many items found in Episode VIII: The Last Jedi, when Finn and Rose find their way to the casino town of Canto Bight. The Datacard is used, along with some studs, to purchase extras, such as stud multipliers.

When accessing the city from the spaceship landing site, you will come across a dead end in Canto Bight. You may come across an alley with an open treasure chest with a Kyber Brick inside, this will allow you to access the Canto Bight Boys fight when it gets close, that's the right alley. After this you will have to use a character that has a grappling hook, use the grappling hook to aim at the orange grappling points, which are on the walls above the alley.

This will allow you to get to many points, but when you're in the air, you'll have to navigate until you can grab onto the spot above the balcony, where the data card is.

You won't need to card grapple from ground level unless you're in specific locations, so it's best to use a character that you can dummy crosshairs with and manually aim grapple points in the meantime.
