It is in Sukhothai, during the "The Blessed Pearl" assignment that you will encounter the puzzle. Indy will be able to access another area by discovering a small hole. Crouch and put your head inside; use the ledge to climb up to a platform.

Here you can find a small cogwheel and an option to open a valve that blocks the water's flow using the whip. You can open the valve with the whip and put the cogwheel in your inventory.

Now, head back into the center of the room. Here, you will find numerous cogwheels of all different sizes on the floor. Once you have collected and stored the small ones in inventory, approach the large cogwheel situated in front of the lever. Pull the lever to see the movement of the huge cogwheel.
