Frostfinger is the second flower you can find in Niflheim. You will only be able to reach the area using the Yggdrasil Seeds you receive from Ratatoskr, opening up the southeastern part of the map. You'll need to hover over the Mystic Gateway to unlock it and see it nearby upon arrival.
