The first thing you have to do is head to the southwest of Fair Meadows Ranch, here you will find a large house with some people protesting with "We won't go!" signs. The event description will ask you to "Relocate residence", so you can use the nearby hooked crane.

To get on the crane you will have to press triangle on PlayStation or Y on Xbox and carefully maneuver the vehicle close to the house and launch the grappling hook with the R1 button. Grab it near the wooden house and when it is locked you will have to drive around a bit and drag the house behind you to complete the event.
