Team Sonic Racing: all Characters available - Ultimate Guide
As usual in Karts games, in the new title Team Sonic Racing there are several characters to choose from. In addition, the characters possess certain particular abilities where they stand out.

Maybe SEGA considers including something in the future if the new title has a good performance in the market.

Team Sonic Racing there are no characters from other SEGA games
Team Sonic Racing doesn't include characters that belong to other games made by SEGA, only characters that make up the universe of Sonic the Hedgehog are included.
