We recommend you land on the device link at Tilted Towers and then head directly to Loot Lake.The Seven Comms device can be found at the east end of Loot Lake, so head to where it is to interact with it and learn that it carries the Exhausted Energy Cell through 10 hidden Energy Clouds in and around Loot Lake. Make sure you don't wonder of any very powerful players, as one party will surely be more than enough.

It will be necessary to swim across Loot Lake to complete, because if you are in a boat you will have to count. The first set of power cells can be found near the Seven Comms device. To find the last batch you will have to go around the island in the middle of the lake.
