The first thing you need to do is head to the top of the rock formation in the northeast corner of Chonker's Speedway, where a long zipline starts and where you'll also find some weapons. Use the zip line to get to where the shooting targets are, there are three of them and they surround a television screen.

You must hit each target to complete it. If you shoot the same one twice it won't count and if you miss a target while passing, you can reverse your direction at any time by jumping and pressing the reload button.

Completing the objective will net you 20,000 XP.
