The best and probably the only place you will be able to complete this challenge is Command Cavern, where there are two areas in the POI where you can do it. The first is to jump from the wing of the IO Airship and land in the creek in front of it. You can also dive from the nearby IO base and into the waters inside the mountain.

You'll be able to slightly control where you land, so you can pull the analog stick in the direction of the water when you're in the air.
