The first thing you have to do to degrade a weapon is to go to an upgrade bank making sure you have an Assault Rifle, since for now the Assault Rifle can be passed to a Heavy Assault Rifle.

When you have the rifle head to the bank where you will have access to two options, the first will be to improve your Assault Rifle to the next rarity, which will naturally make it more powerful. For this you will have to press the Square button on PS4, X on Xbox One, Y on Nintendo Switch and the E key on PC. Lateral leveling requires 20 wood, 20 brick and 20 metal, necessary for degradation.
