For this mission, the best thing you can do is find a partner to fulfill what they ask you, especially when you have to throw the gasoline can. To achieve shoot without getting hurt and what best method I have seen is that you have your teammate lined up a bit so that when you throw it it does not affect any of them, once you do it just aim and shoot which should not be known to you so much.
Gasoline cans can be found pretty much everywhere, but the most reliable locations are gas stations.
If you don't have a partner to perform this action, there is a way you can do it alone. If you go to the west side of the map, there is a place where you can grab a can of gasoline and then throw it in the water. Once it is in the water shoot and you will see how the mission will be completed.
