Gasoline cans can be found pretty much everywhere, but the most reliable locations are gas stations.
If you don't have a partner to perform this action, there is a way you can do it alone. If you go to the west side of the map, there is a place where you can grab a can of gasoline and then throw it in the water. Once it is in the water shoot and you will see how the mission will be completed.
