You can get this shotgun if you buy it from Samuel in the Settler faction for 500 gold bars.
It is important that you have a maximum faction reputation and an ally status with the colonists before you can buy the plan, so if you did go to another faction, the raiders, in the history of the wasteland, you will not be able to buy the plans of Samuel.
To buy the plans you will have to get 500 gold bars, the bars are a unique currency that you can get from the agriculture treasure notes that you get from daily missions, events and completion.
When you get some notes you will have to deliver them to the gold pressing machines in the stations and the main settlements of the raider and settler factions, however, it is only possible to carry a certain amount of banknotes per day, so you will have to find a way extra if you want to get enough gold.You can buy 50 gold coins for 1k caps from an NPC named Smiley located in the whimsical. The Smiley will also allow you to obtain up to 300 gold in addition to the 200 that you can obtain from the treasure notes. But it will cost 6k in caps to get close to 300 gold.
You can also just play the long game and get gold daily until you manage to collect 500 gold for the Gauss shotgun weapon plan, which will allow you to buy Samuel's weapon plan, to later go to a workbench with the following materials to create the weapon:
