This side path is unlocked by going through the campaign until you get to "Piccolo Returns to His Birthplace." You'll be taken to your second form by Frieza, who's in his second form prior to transforming into a Xenomorph-inspired third form. The odds are so much in your favor in this battle because Frieza's third form is so capable at counterattacks and will not back down from regular attacks.
Unfortunately, if you allow the game to complete, there is some significant time between defeat in the battle with Frieza and being allowed to try again. Please quit back to the map screen and reselect the Frieza level to try again, as Piccolo's next mission is some screens over in the Android/Cell arc. Making matters worse, if your health is less than three full bars, or if third-form Frieza's melee special has just hit you, stop the game and choose retry to give it another shot.
Below is the task that follows Piccolo's battle against final-form Frieza once you complete the first portion of the side plot. Happily, this one isn't conditional on anything. Do the next quest in the Android/Cell Arc; this is "Faint Unease." Keep going through the campaign. At this point, Goku realizes that 19 uses shoddy technique when fighting him.
