When you first find yourself in the Tower, you will need to go down the path to the right, as if you were going to the Bazaar to find Ikora. But you will have to slow down on the metal path, to jump to the floor below or take the orange elevator on your left. The point is to get to the next area, from which you can proceed up the yellow ladder to the third floor.

Then you will have to continue along the corridor until you find Zavala's office, in which you will have to go to a Vanguard meeting in order to continue with the story.
