The first method of obtaining these strands is to take on The Witch Queen expansion's main campaign and complete the entire story on Legend difficulty to qualify for the legs. If you manage to complete the most difficult campaign as a warlock, you will be able to go to Ikora in The Enclave.Here you will receive the exotic Desiccating Filament as a reward, but the trade-off is overall power. Item levels will start lower than if you found the armor in a roll. The good thing is that the armor will be available in more collection loot groups after unlocking it once.
If you want the higher tier blotters with more power, you'll need to go for Lost Sectors, both of which you'll need to run in hopes of the leg armor. Lost Sectors will also need to be done on Master or Legend difficulties.
You should keep in mind that the strands are a random drop, and you'll need to keep an eye on the daily rotation to find the right difficulty and loot pool you're looking for. By locking the correct rotation, you will have to complete the Lost Sector, to get a set of filaments with more power and recovery.
The Devouring Rift ability is activated whenever a Warlock uses an Empower Rift.
