You will see the symbol above the kiosk whenever a stream is available.
You will be able to obtain the broadcasts as you progress through the Proving Challenge seasonal quest line. Apparently unlocking a stream for every part completed. The general seasonal progression also seems to work.
When listening to all five broadcasts is complete, you will see the challenge completed message and receive your reward.
