The first thing you have to do is go to Glowecestrescire, north and a little west of Oxenforda,

Use Eivor and move the camera until you find the perfect angle, you will know you have found it because the camera will automatically zoom in, just make adjustments until the symbol is complete and you can see the burst of light and a voice line from Eivor.
Once the challenge is completed you can get the skill point and one of the mysteries of Glowecestrescire.
