The most likely cause of the deflect not working issue is that the character's carry weight is too high. When a character is carrying too much weight, their ability to deflect is diminished. This can be especially problematic for ninja and martial artists characters, as their deflects are an important part of their combat arsenal. If your character is carrying more weight than usual, it can be difficult to perform a successful deflect.
Unfortunately, restarting the game or swapping out your weapon will not help in this situation. You will still have the same issue, as the character's carry weight is still too high. The only solution to this issue is to reduce the character's carry weight. To do this, you will need to drop some of the items that you are currently carrying. This may take some time, but it is worth it in the end as you will be able to perform your deflects properly once again.
