However, obtaining these plans is not straightforward and requires completing a multi-part quest chain that begins only after a major story milestone.This comprehensive walkthrough will detail every step, location, and character interaction needed to successfully secure the Explosive Device Plans and claim your reward.

Prerequisite: Completing the Jinming Pool Campaign

Your journey begins after you successfully finish the Jinming Pool main story campaign, which culminates in the defeat of the boss, Murong Yuan. Upon victory, the game will teleport your character to a nearby dock.Key Actions at the Dock:

Look for a locked chest on the dock—this is your ultimate target, but it remains inaccessible for now.

Locate the NPC Tang Ji’an standing nearby, gazing at the water.

Speak with him and exhaust all dialogue options. He will express a need for Explosive Device Plans, but the game provides no direct map marker for this quest.

Step 1: The Hunt for the Old Wooden Eagle

Without a marker, your first objective is to travel to Jade Mirror Pond, located between the Pipa Chasm and the Martial Temple. Here, you must find three hidden components to assemble an Old Wooden Eagle.

Locate the Three Wooden Eagle Parts:

• Part 1 (Underwater): Dive into the waters of Jade Mirror Pond to find one piece.
• Part 2 (Above the Waterfall): Scale the cliffs surrounding the waterfall to locate the second piece.
• Part 3 (Northern Tomb): Journey to a tomb situated north of the pond to retrieve the final component.

Once assembled, find the NPC Li Shoujie on the bridge above Jade Mirror Pond and give him the complete Old Wooden Eagle.

Step 2: Initiating the Soaring Eagle Questline

After delivering the eagle, head south of the South Imperial Garden and seek out the NPC Shi Shouxin. Hand over the assembled bird to him.

Return to Jade Mirror Pond. A new NPC named Zhenzhen should now appear (Note: If she is not present, you may need to waitone full in-game day or manually advance time using the game’smeditation or rest feature).

Speak with Zhenzhen to formally begin the "Soaring Eagle" questline. Follow the subsequent quest markers that appear on your map. This willeventually lead you into a hidden underground area where, after someexploration, you will finally discover the Explosive Device Plans.

Step 3: Claiming Your Reward

With the plans in hand, fast travel or return to the dock where you first met Tang Ji’an. Present him with the Explosive Device Plans. Immediately after thisexchange, the previously locked chest beside him will becomeinteractable.

Open the chest to claim a valuable haul of rewards, providing a substantial infusion of resources and currency to accelerate your progress in Where Winds Meet.
