At level 2 of the Legion faction, there is a quest in which you will have to remove the HVT contract and take a key from it "to unlock a closed space."
In order to clear an HVT contract, you'll need to find one first, so head over to the map and look for the green icons that represent the objectives. When you find one that says "Delete HVT Contract", you will have to go to it, and you will be able to find a green cell phone, with which you will have to interact to activate the other step of the mission.
You will now need to go where you need to go to complete the Delete HVT contract. Here you will have to eliminate anyone in sight and then loot her body to obtain a key with the coordinates marked in green next to your name.
Travel to those coordinates to unlock a locked space. It is not mandatory to use this exact key. If you have any other key, it will work.
