WHAT IS CLIENT LICENSE SERVICE (CLIPSVC)?
The Client License Service provides infrastructure support for the Microsoft Store. If you disable this service, applications bought using Microsoft Store may not behave correctly. You will also need this service if you're reinstalling the Store app. These services handle installing, removing, and updating Store apps, as well as ensuring they're properly licensed.
This service exists in Windows 10 only.
NOTE: If you are unable to turn on the ClipSVC, please make sure that the Remote Call Procedure (RPC) service is running.
METHOD 1
Here is how to enable the ClipSVC:
1. Launch Windows Services app.
2. Locate the Client License Service (ClipSVC).
3. Right-click on that service and select 'Start'.
METHOD 2
Here is how to enable the ClipSVC using Command Prompt:
1. Open Start.
2. Search for Command Prompt, right-click the top result, and select the Run as administrator option.
3. Execute the following command: net start clipsvc
