This item can be obtained early in the game, though you can come back later and farm the boss that owns it, this is Ribula.

Ribula is the first boss you will encounter when you start a new character in Wonderlands. He will appear at the end of Snoring Valley, the game's tutorial level, and is not hard to take out if you use an icy weapon on his gray health bar.
