To be able to cross fences without any problem, you will have to enable Teleport SAS that belongs to Luka Travers to pass the fences you find in the game.

But in case Luka is not in your team, you will have to wait until he uses his ability and teleports through fences or walls. You can convert the dodge move into a teleport move. Select his SAS skill > press Circle on PlayStation or B on Xbox to teleport.
