In order to find this type of Shello, you will have to start by heading to the Cobalt Coastlands region > when you get there you will have to head to Tranquility Cove, although they can also be found in Seagrass Haven.

In order to access either of the above two locations you will need to have unlocked Basculegion, the mountable mount that allows you to traverse the water. The West Sea (pink) version of Shellos is available without Basculegion.

When you see the East Sea Shellos, you'll have to sneak up on it to catch it, though you can also use a water-type Pokémon to weaken it, avoiding using Plant or Electric-type attacks.
