This can be done by heading to the poster near the craft banks in Solitude that is asking for amateur antique dealers or heading straight to the Antiquities headquarters, which is located at the castle gates in the last building on the left.

Upon arrival at the headquarters, we can find Verita Numida, who will ask you to interact with the Eye of the Antiquarian who will be on the table.
