The launch of the first-person shooter video game developed by Avalanche Studios and id Studios is scheduled to take place on May 14, 2019 in all editions of PlayStation 4, Xbox One and PC.

In addition to the base game, Rage 2 will feature a Deluxe Edition and Collector's Editions, these versions will be the only way in which players can get BFG 9000 since the Base Game doesn't include it.

It was last year, when it was announced that BFG 9000 would be available in Rage 2 in the Deluxe Edition and Collector's Editions.

But many users didn't agree that BFG 9000 wasn't in the Base Game, many have been those who have manifested against this in a Reddit thread, as the PatientZeroo user said:

"$ 20 extra dollars for a weapon? Well, there goes my purchase, that's pure greed, very disappointing, but it isn't surprising considering who the editor is."

But not all users have expressed their dissatisfaction, others however expressed their support to the developers as the user behind the pseudonym the_catacombs who said clearly and simply:

"This is a sensible decision."

there is a lot of hassle by the availability they have given for BFG 9000 in Rage 2, however, others have supported Rege 2 saying it's an "extra" weapon of the Doom universe, and that there is other content that comes in the Deluxe Edition and Collector's plus the weapon, such as the Rise of the Ghosts expansion and the Wasteland Wizard cheat codes which will only be available for the Collector's Editions.

The criticism that Bethesda has had against have been a lot, many of them are due to the mishandling of Fallout 76, so we would have to see how it handles this situation in Rage 2, however, it is not ruled out that BFG 9000 is added to the Base Game at some time later.
