To obtain more skills you will have to complete fight scenarios, where you will gain experience depending on your performance. By gaining 1000 XP and leveling up, you will unlock a skill point, which you can use to unlock other skills.

After obtaining a skill point, you can press the touchpad or display button to open the Guardians menu and choose the character to unlock the skill for. Then hold down X or A to confirm that you want to purchase it.

The progression is not deep and you won't have to worry about the order in which you unlock the skills.
