In order to find one of these layers you will have to obtain four pieces of meat by hunting any type of wildlife on the map and when you have them you will have to go to the Elaboration tab to find the option to build the Hunter's Cloak by clicking on the meat.

You can also get the cape with Kakashi, west of Lazy Lake, and north of the small island in the middle of Lazy Lake. Kakashi will sell you the hunter cape for some gold bars.
