If you are a PlayStation user you will have to search for the game on the console dashboard> press down to see the add-ons> select, download and install Pagan: Control DLC.
If you are an Xbox user you will have to search for the game on the console board> press the menu button> select "Manage games and add-ons"> select the game> select DLC 2 Pagan: Control to check the box next to "will be installed "> At the end you will have to select Save changes.
After having installed the DLC on your platform, you will have to start the game and click on "Add-ons" on the left side of the main menu, which will take you to a menu where Pagan will be: DLC Control> select it and click on "A player".
