This is a form of currency needed to complete Vanguard Warlock Ikora Rey's weekly challenge, "An Arm and a Leg". These components don't appear anywhere in your inventory, but you can track your progress for the An Arm and a Leg challenge by hovering over Ikora on the Tower map.

The components are shaped like bright green triangles, unlike the legendary rare Vex Mind components which are purple. Although the latter are also a form of coin, their functionality is another, they serve to get Seed weapons missions from data.
And with 10 Mental Components Vex will allow you to start a mission to unlock a legendary weapon Vex, although it is believed that they may have other uses later, this because at one point in history Ikora tells you that these pieces are being used to build the Vex portal behind it, and bearing in mind that after completing the challenge that Ikora gives you the components are still falling, it is likely that we will soon know other uses.
