It's usually hidden behind some strange mechanic, and it's only revealed when a player manages to do it by accident. You will need to obtain and use 45 encryption decoders. If you do not know what it is, then the encryption decoders are random drops when completing activities in the game, such as Crucible matches, strikes or patrols.
