To complete this objective you will have to head to the objective marker to the beach on the outskirts of Halcyonia, where after a scene you will have to access the sailboat, and it is from there, that you will find the old woman in all the major cities in the game with the boat function.

In order to use the boat you will have to interact with the old woman, which will allow you to access the Start exploring option to send the boat, what this does is that it sends the boat in search of treasure, which takes a bit of time, but once the treasure is found it will come to you. Among the rewards are items such as JP, experience and more.

You will know when you have found a treasure when the symbol on the boat in the city has the word "Max" on it, at which point you will have to interact with the old lady to get the loot and send the boat on another quest.
