Borderlands 3 allows you to unlock an action skill just by getting your first skill point. When this happens, you will see a bar that will be completed from blue to yellow located at the bottom left of the screen, this will indicate that the action skill is ready. To use it you must press LB / F.

If you defeat Shiv, you can earn your first skill point, which you can spend on one of the three action skills.

It is worth mentioning that you can use action skills in Borderlands 3, to load and stack several times, indicating the number of available uses.
