The first thing to keep in mind is that you can not travel quickly from the save rooms in Bloodstained. Save rooms and Fast Travel rooms are completely separate.

On the map the red rooms are Saving, while the green rooms are Fast Travel. When leaving the safe area in Arvantville, you should go to the room that is located above that safe area, on the right, you must go up one floor, on the left. Once there you will find the first fast trip room, with a shop window of a piper.
