You can get to this island using the "Nook Miles" tickets, however these take you to random islands, so you will not be able to choose which island to go to, although you can convert almost any island you land on your own mini island tarantula. For this you will have to cut all the trees, remove all the stumps, pluck the flowers, catch the insects, break the rocks so that the tarantulas begin to eat and you can catch them.
