After playing at least five 2v2 games, you will have to go to an ATM, between the NBA store and the 2K Club. You will have to interact with the ATM in order to activate the mission.

After completing the mission you will have to play 25 complete 2v2 games, in any of the four Affiliation areas, in order to access the option to walk around town shirtless.

And to take your shirt off you will first have to pause the game to access the menu City > MyPlayer > Appearance > choose the city > select the top clothing option and look for the option to go shirtless.
