Skill Scrolls are one of the few that have and will always have only one way of being acquired. More specifically, players will be able to purchase Skill Scrolls in Jujutsu Infinite's Black Market.
It's very easy to miss the NPC you need without proper direction. In Zen Forest, he is directly opposite the NPC at the Curse Market. You can purchase all of his items with one money: candy canes. This Jujutsu Infinite NPC can sell players three different Skill Scrolls for 50 Candy Canes each.
Note that Candy Canes only drop upon fighting Santa Boss. For getting Candy Canes after defeating him, you will need to contribute at least 3% of his total damage, but for the Boss Chests-which also contain the required sweets-you'll have to give much more damage.

Skill Scroll Use Instructions
Consuming the Skill Scrolls in Jujutsu Infinite works like any other consumables would. The scrolls are in the inventory, and after choosing, click the button that appears, then your character will get a new skill.
As of this writing, there are only 3 Skill Scrolls available in Jujutsu Infinite. Of the three, all of them give you powers which are valuable both in PvE and PvP: more so, one of these skills considerably buffs your mobility, to wit:
Summon a Sleigh Skill Scroll You will do a stomp on the ground, materializing a green circle on the latter. Your character heals up while inside of the circle.
Frost Healing Skill Scrolls: You can create a sleigh and ride it around the map at incredible speed.
The Skill Scrolls allow using Summon Snowman to summon snow allies for a short period of time to attack enemies near them.
