If you bought the Deluxe Edition of the game, you can get Face Paint as a reward for unlocking Valor Surges. But keep in mind that these paints can only be used in Photo mode.
To be able to use them you will have to go to an NPC painter, which you will start to find more or less halfway through the game.
The first NPC Painter will be in Scalding Spear, his name is Zokkah and if you interact with him, he will allow you to get 10 fragments for face painting. These NPCs can also remove paints if you give them 1 shard.
