The first thing you need to know is that during this update you will be able to play as an IAA agent, complete with badge and outfit, what you cannot do is equip the badge or outfit outside of missions due to a glitch. To initiate the glitch, you will have to start the first intelligence mission from the ULP.
You will be able to access the ULP if you go to the IAA building and select the one called Intelligence (ULP Agent). When you enter the interactive menu, you'll need to choose an outfit > then you'll need to select Style > look for the Illuminated Clothing option or the Player Mood option > scroll through the options next to Illuminated Clothing or Player Mood for 15 to 30 seconds using the D-Pad, which should make them work.
