The first thing you need to know is that during this update you will be able to play as an IAA agent, complete with badge and outfit, what you cannot do is equip the badge or outfit outside of missions due to a glitch. To initiate the glitch, you will have to start the first intelligence mission from the ULP.
You will be able to access the ULP if you go to the IAA building and select the one called Intelligence (ULP Agent).
